Group Human Resource Manager
Primary Reporting: Group Chief Executive Officer
Job Description: Our client, a supply chain and logistics company operating in the East African region, is seeking to recruit a Group Human Resource Manager who will be responsible for providing leadership to the country human resource departments.
This will include the HR function for South Sudan, Kenya and Uganda. The person will be tasked with the responsibility of ensuring that the HR department is achieving its objectives and contributing to the success of the company.
Key Duties and Responsibilities
Organization structure and resourcing
- Developing manpower plans that address staffing needs over a duration of time.
- Developing an internal data base and inventory which lists the type, range and level of skills, knowledge and competencies available within the Group.
- Facilitate the recruitment process of people who match the required knowledge, skills and personal attributes into and from within the Group. This should be done by finding suitable candidates through job adverts, receiving job applications and conducting interviews.
- Facilitate the on boarding process, ensure that the staff have all necessary tools and they have settled in the organization.
- Coordinate the induction process for all new staff.
Manage staff compensation and benefits
- Oversee the remuneration process in each country to ensure that staff receive their monthly pay in accordance with their letters of offer. Statutory deductions should be in line with each country’s regulations.
- Ensure each country and the Group is in compliance with the Tax Laws on employee’s compensation in terms of tax payments and filling of returns.
Staff documentation
- Provide guidance to the country HR Managers to ensure that each staff file is updated with requisite documents: identification documents, Certificate of good conduct, CV, School certificates especially a copy of the Degree and or diploma certificate, appointment letters, job descriptions, performance contract and performance appraisals forms. All official correspondence between the Company and the staff should be included in the staff files such as warning letters and promotion letters.
- Ensure that all expatriate staff have requisite documents such as work permits, alien registration and valid VISAs according to the requirements in each country.
Performance Management
- Will have overall responsibility for performance management for the entire group.
- Ensure all staff have job descriptions and performance contracts with SMART goals.
- Staff reviews are done on a quarterly basis, the feedback is shared with staff and the appraisal form is signed by both staff and line Manager. A copy of the same should be maintained in the staff file.
- Ensure that staff compensation is in line with their performance
Disciplinary
- Responsible for disciplinary action for staff where either their conduct or performance is unacceptable in line with the HR policy. These should be conducted in line with the Labor Laws in each country.
Staff Development – Responsible for:
- Implementation of staff developmental plans by identification of areas of improvements and training needs required. Organize relevant trainings to cover the training needs identified.
- Staff career growth and development by developing a career path for each staff and monitoring progress.
Communication
- Responsible for communicating all resolutions passed by the management to Employees from time to time.
Leave management
- Oversee the leave management process for each country through the country HR Managers. Staff members should have annual leave plans.
Regulatory Compliance
- Ensure that the company is complying with all labor laws and local regulations in all the Countries within which the Company operates in.
Key Performance Measures
- Adherence to laid-down policies and procedures in the Human resource policy
- Compliance with Regulatory reporting requirements to the Ministry of Labour and other regulatory bodies
- Compliance with stipulated timelines for tax payments and filing returns in all the countries where the group operates.
- Provision of useful insights to management for decision making purposes regarding people management
- Positive audit ratings on the HR function from internal auditors
Qualifications
- University degree in a business related field
- MBA/Post graduate qualification in HR an added advantage
Experience
- Over 8 years’ HR experience, with at least 5 years of senior management experience
- Knowledge of Human Resources Best Practices
- Knowledge on the relevant Labour Laws (South Sudan, Kenya and Uganda)
- Experience in interacting with and influencing key decision makers
- Experience in building, training, motivating and managing a team
