Vacancy: Director of Training
 



Location: Nairobi, Kenya
 



Overall Objectives: The Director of Training is a senior and key person who will be responsible for the Training / Capacity building component of INSO which is a core department of INSO.

Background: NGO Safety Program formerly NGO SPAS was established in 2004 by NGOs operating in Somalia. 




NSP was formerly hosted by the Danish Refugee Council (DRC) to provide it with a legal and administrative framework, through which to fulfil its function. 



NSP has now merged with International NGO Safety Organisation (INSO). 

INSO Somalia program seeks to make a contribution by improving the delivery of much needed humanitarian and development assistance in Somalia.  



 


It addresses the growing challenge of safety in the NGO community through the provision of specialized, coordinated and focused safety management support.



It recognizes the insecure operating environment all NGOs face in Somalia and the collective value of enhancing safety preparedness and support.  



The project provides the NGO community with its own safety focal point and tailored safety support services through 3 main services: Information (provision of regular reports, safety risk assessments and briefings); Capacity building (provision of various trainings); Response (provision of crisis management services like evacuation support).

1. Purpose of Position: The purpose of this position is to: organize and conduct relevant and cost effective trainings to NGOs operating in Somalia.


To support NGOs operating in Somalia during crisis management.


The ability to interact with all parties while maintaining and emphasizing a position of principled political neutrality and operational independence is paramount.

Manage the Training Officer and Training Assistant

3. Keys Responsibilities:


Management



  • Responsible for the management of the Training Officer and Training Assistant, with a clear understanding of the pressures associated with operating in hostile environments (recruitment, appraisal, work plan, authorization of movement, missions orders, leave request disciplinary measures etc..)

  • Responsible for the capacity building of the Training Officer and Training Assistant

  • Responsible for the logistics and financial needs of the Training Team in link with the Country Administration Manager.


Trainings


  • Responsible for the delivering and development of the HEIST training (the HEIST training is a successful 4 days training targeting  new incoming NGO staff prior to their deployment in Somalia)

  • Responsible for categorizing security training needs of NGO’s operating throughout Somalia

  • Based on this categorizing responsible for the development and delivering of other security training packages (first aid, senior management trainings, refresher etc…)

  • Develop a communication strategy toward NGOs to advertise the trainings and ensure a wide and relevant NGO participation

  • Promote compliance with security measures through the provision of training.

  • Initiate & maintain contact with security documentation, training and analysis in other countries and regions to monitor ‘state-of-the-art’ development integrating them into the Somali context. 

  • Coordinate with field based, and senior level staffs in planning and implementation of a training strategy and schedule in-line with principles mandates & objectives.

  • Follow up with the impact of the trainings through post-training satisfaction surveys

  • Capitalize the various trainings material and methodology to ensure when required proper handing-over


Response


  • Responsible for the development of Medevac and Evacuation plans in support of NGOs

  • Participate on request to specific response in support of NGOs (evacuation, crisis management)

  • Participate on request to Security Risk Assessment


Elaborate and guide the strategy


  • Participate proactively to the definition of INSO strategy

  • On request, participate to the drafting of proposals based on that strategy

  • Follow-up the action plan based on the strategy and reports against it

  • Participate the capitalization and to the development of the Institutional memory of NSP


Reporting:


  • Prepare post-training reports to the Country Director with lessons learned and analysis

  • Participate senior management team meeting, staff meetings, analysis meetings and other requested internal meetings

  • Participate on request to the drafting of donor reports

  • Regularly brief and share information / analysis with other team members


4. Posting Details:


  • This position is Nairobi-based with travel to Somalia (an insecure and unpredictable environment) Somalia is a hazardous environment the selected candidate must adhere to all security precautions and contribute to the security of the team. He must be able to exercise a large degree of common sense and personal discipline.

  • The position requires the holder to be able to undertake tasking at short notice with due regard to the security environment

  • The position requires the holder to be able to work effectively and efficiently unsupervised. The selected candidate must be able to plan and manage their own time effectively. The holder must exercise a strong work ethic and take responsibility for his/her own actions.

  • This position requires a high degree of flexibility with respect  to working hours

  • The work undertaken will have a direct effect on the safety and security of individuals operating in Somalia. The successful candidate must be duly aware of this and be prepared to meet this challenge. 

  • Initiate and maintain contact with training initiatives and integrate new procedures into the Somali context.

  • Participate proactively to the definition of INSO strategy

  • On request, participate to the drafting of proposals based on that strategy

  • Follow-up the action plan based on the strategy and reports against it

  • Participate the capitalization and to the development of the Institutional memory of INSO


5. Qualifications and Experience Required:
 



Qualifications:


  • Extensive military, police or other security related training credentials

  • Acknowledged international trainers certificate or military/police equivalent. 


Experience:


  • Minimum of 10 years experience in Security, Humanitarian or training environment.

  • Minimum of 2 years in a multinational training environment.

  • Minimum of 2 years experience/posting as a dedicated trainer.

  • Proven ability in development, preparation and delivery of complex security trainings.

  • Previous experience living, working and operating in hostile environments.

  • Proven experience of staff management.

  • Proven experience developing training materials. 

  • Previous NGO working experience is a strong advantage

  • Proven in depth knowledge of the Somali context


6. Skills and Competences:

Skills Required:



  • Strong willingness to work adapt to the NGO sector and in compliance with basic humanitarian principles

  • Demonstrated capacity to work with minimal supervision and maintain a high level of engagement.

  • Demonstrated capacity to recognize when and where proactive action is required and to initiate timely and appropriate action.

  • Demonstrated leadership capacity and ability to maintain and motivate staff in a remote management environment.

  • Demonstrated ability to make clear and articulate presentations of complex information.

  • Calm and focused decision making.


Languages:


  • English (working language) : fluent with excellent writing capacities


Computer Skills:


  • Excellent knowledge of Word, Excel, PowerPoint

Conditions
 




Availability: October 2015.
 



Duty station: Nairobi, Kenya with frequent travel to Field Offices in Somalia (an insecure and unpredictable environment).

Contract: 1 year renewable contract.
